Request for Proposals: Downtown Lighting Project

Clean & Safe manages decorative and street tree lighting across 273 blocks of Downtown Portland, including over 1,075 illuminated trees, snowflakes, starbursts, LED stars, and light canopies. The program uses energy-efficient LED technology — reducing electricity use by approximately 80% — to keep Downtown and Old Town vibrant, safe, and welcoming year-round.

Clean & Safe is seeking qualified vendors to support the continued operation and expansion of the Downtown Lighting Program. The program runs two seasons (October 1–March 1 and March 1–October 1) and includes street tree maintenance, seasonal decor installation, and five-nights-a-week inspections and repairs. Vendors must hold a Limited Maintenance Electrician (LME) License. Woman-owned and minority-owned businesses are encouraged to apply.
