The district is one of the oldest, largest, and most successful enhanced service districts in the nation. Initially founded in 1988 as an informal group of downtown property owners and managers, the Downtown Portland Clean & Safe District was later formalized in city code in 1991. The district underwent several renewals in the 1990s before Portland City Council decided to renew the district every 10 years in 2001.

Property owners within the district pay a fee to raise money that supplements publicly-financed services for neighborhood improvement including cleaning, security, market research, public space activation and retail advocacy.

Downtown Portland is getting safer, cleaner, and more welcoming every day, thanks to the hard work of our Clean & Safe team. Here’s what we accomplished in February 2026 across our 273-block Enhanced Service District:
- 2.5 million pedestrian visits
- 4,510 bags of trash removed
- 1,347 graffiti tags cleaned
- 2,823 bio-hazards safely removed
- 1,393 needles collected
We’re committed to transparency and measurable impact. Monthly data, including foot traffic, helps us track progress and better serve everyone who lives, works, and visits downtown.

This beloved 7-piece ensemble brings the spirit of late 1930s small band jazz straight to downtown Portland, drawing on the sounds of Fats Waller, Teddy Wilson, and Billie Holiday. Featuring some of Portland`s most celebrated swing musicians, they have been a fixture of the local dance community since 2015 and a returning favorite of the Lindy Exchange.
