Security Officers Partner with Portland Police to Fight Crime Downtown

During the late morning hours on April 8th, a Portland Patrol Inc. (PPI) Officer was patrolling near the University of Oregon and heard what was believed to be a gunshot near the Burnside Bridge. When the PPI officer arrived at the scene, there was a male lying on the sidewalk suffering from a gunshot wound. The PPI officer contacted the police and attempted to render the victim aid until emergency services could arrive.

Portland Police Officers who were assigned to the Downtown Portland Clean & Safe (DPC&S) contract later broadcasted a description of the shooting suspect. Another PPI officer, also assigned to the DPC&S contract, advised the Portland Police Bureau (PPB) that he had just observed the suspect head west on NW Davis from NW Naito and was also able to provide a more detailed description of the suspect. PPB officers were able to locate the suspect at NW 2nd and NW Davis, where they detained him for investigative purposes.

At PPB’s request, the PPI officers working near the University of Oregon partnered with university police to obtain surveillance video images of the suspect and sent the images to assist PPB in confirming the person detained was, in fact, the homicide suspect. PPB arrested the subject who was later identified as Rizo Eonte Lucas. Lucas was subsequently indicted on second-degree murder and unlawful use of a weapon charges.

This is one of many great examples that showcased the strong and collaborative relationship between Portland Patrol Inc. security officers and the Portland Police Bureau who continue to work together in a long-established partnership to patrol the DPC&S District.
